Position Summary

The Institutional Effectiveness (IE) Program Manager works with all institutional units and the Institutional Effectiveness Committee to develop and maintain processes that support institutional effectiveness and planning. The position is responsible for development and dissemination of analytical data related to academic and administrative programs, data supporting strategic planning, enrollment trends, faculty retention, and required reports. The manager will design and conduct institutional research projects, provide assistance and counsel in the analysis and interpretation of academic, student services and administrative data in support of decision making and policy formation. This position will report to the Vice President of Strategy and Institutional Effectiveness within the Office of Strategy and Institutional Effectiveness.

Duties:
• Develop, organize and manage MSM institutional effectiveness (IE) activities.
• Conduct research projects in support of strategic planning, institutional effectiveness, and outcomes assessment.
• Support educational, academic and administrative effectiveness through research analysis and reporting of faculty, staff and student needs; institutional unit or department, and instructional program review; evaluation of student enrollment, achievement and retention data; evaluation of professional development, recruitment and retention of faculty and staff.
• Support the activities of the Institutional Effectiveness Committee and assist in the preparation of the annual Institutional Effectiveness report and campus-wide meeting.
• Provide information and analysis for strategic planning, marketing, enrollment management, staffing, curriculum development, grants and contracts, institutional effectiveness, program and institution accreditations, and special projects.
• Work with district and MSM institutional research staff to coordinate and gather institutional data and information to address the reporting requirements of federal, state, regional agencies and organizations, and the requirements of external funding sources.
• Extract and analyze data from MSM’s databases and district/regional/national data warehouses for use in research projects and report generation.
• Prepare written reports and oral presentations on research findings related to IE to internal and external groups.
• Collaborate with the Director of Integrated Planning and Decision Support (IPaDS) (or a designee) to develop and administer surveys; compile, analyze and summarize survey data related to IE.
• As appropriate, participate in local, state, regional and national organizations related to assessment, institutional research/planning, and institutional effectiveness.
• Support special projects as assigned.
• Perform related duties as required.

Minimum Qualifications

• A Bachelor’s degree, including college-level course work in statistics, from an
accredited institution.
OR
• An equivalent mix of education and experience that demonstrates the candidate meets
all competency requirements for this position.
• Experience related to Institutional Effectiveness activities in higher education
• Ability to develop, write and present research studies, surveys and reports.
• Ability to present and explain difficult, complicated concepts both verbally and in
written form.
• Strong skills in software applications; downloading data from large databases and
manipulating data; and Microsoft office software and computer tools e.g. SPSS and
SNAP.
• In-depth knowledge of statistical analysis.
• Interpersonal skills and the ability to consult and relate with all levels of the institution.
• Ability to work effectively as a member of cross-departmental and multi-purpose teams
and committees.
• Strong problem-solving, analytical skills.
• Ability to work under tight deadlines and to prioritize and organize tasks.
• Acceptance of the responsibility to promote the welfare and best interests of students at
all times.
• A demonstrable understanding and acceptance of the mission, vision, goals and
strategic priorities of MSM.
• The ability to perform assigned duties in a manner consistent with applicable laws,
regulations and goals of the institution.
• Experience in a higher education setting.
